The proposed wider strategy for La Spezia is to change the scale of influence of the city to compete as a successful metropolitan area within the Mediterranean.

La Spezia is a city in a process of change and has the opportunity to define a new role where its original function of Port City will be enhanced and widened into a water based metropolis that can attract new industries, jobs, people and tourism. La Spezia has some of the key conditions to become a successful metropolitan area due to the following factors: a central location in Northern Italy and Europe, good weather conditions throughout the year, excellent tourist attractions close by, attractive historical town centre, good local services. Additionally due to its post-industrial condition and the decline of the military function there is an important potential stock of land to be redeveloped for new build which is unusual for a coastal Mediterranean city.

The waterfront regeneration proposal being developed by the local government and the port authority will be the first step to make of La Spezia a competitive metropolitan area in the Mediterranean.

In order to change from a local services economy to specialized cluster in the Mediterranean, the following proposals are being made: from Military Port to a cluster of excellence using sustainable technologies, strengthening the existing local know-how and universities, industries such as ENEL, ship manufacturers and Università di Genova to create a cluster of sustainable technologies.

La Spezia will need to attract tourists for a longer period of time to create a viable and sustainable tourism and leisure cluster. At the same time it will need to provide local residents with leisure and tourism activities that also cater for them, and that are attractive to them as well. The most unique attraction will be the regeneration area itself, with demonstration of clean technologies for the built environment, including: clean public transport facilities to reach destinations from La Spezia,

Use of renewable technologies for powering the energy demands new activities including Cruise Terminal operation, clean sea water for bathing using natural processes adjacent to the shore line, and new build areas with high environmental performance.

A new cruise terminal is proposed at the core of the waterfront regeneration proposals, providing a unique experience to cruise visitors when embarking/disembarking in La Spezia. Additionally an efficient and clean transport interchange solution connects this facility with the train station that provides connections to the harbour, Cinque Terre, Tuscany and further.

In order to provide business/conferencing and leisure visitors with an attractive offer while disembarking and retaining them for one or two nights it is proposed to develop: a Conference Centre, a high-end hotel overlooking the bay, an interactive maritime exhibition space and performing arts centre. Additionally, an arts/exhibition space is proposed within the development area.

-       The following programme components are proposed:

-       A water park in an urban setting with a range of water games, pools, swimming facilities, marinas and new beaches is proposed

-       The Mediateca: a public interactive digital media public building with public screening and performances located at the western end of the waterfront

-       the Passeggiata, including cafes, bars and restaurants with different functions along the waterfront

-       A district in the waterfront – Living, working, playing and studying in La Spezia

The new district in the waterfront is proposed as a part of the city that is alive and attractive throughout the week and the day: Public Realm – Urban Promenade

The public realm for the Waterfront is conceived to create a new place for local people to visit and at the same time a physical connection that reinterprets the link between the City and the Sea in a contemporary manner: Clusters of Activities

Per il rilancio di La Spezia si propone di mettere in atto una strategia che mira a cambiare la scala di influenza della città per metterla in grado di competere con successo con altre aree metropolitane importanti nel bacino del Mediterraneo.

La Spezia è una città in trasformazione a cui si presenta l’opportunità di rilanciare la sua area portuale su un mercato più vasto e diversificato, anche con finalità turistiche e culturali, in grado di attrarre diverse fonti di investimento.. I fattori che ne determinano le potenzialità strategiche sono legati alla sua posizione geografica, al clima favorevole durante tutto l’anno, ad eccellenti attrattive turistiche, a un centro storico piacevole e buoni servizi locali. Inoltre deve la sua condizione post-industriale al declino dell’attività legata alla Marina Militare. Questo costituisce un’importante risorsa in termini di disponibilità di terreno e manufatti che possono essere destinati ad altri utilizzi, in misura molto superiore alle aree di costa normalmente disponibili in una città mediterranea.

Per trasformare una economia di servizi locali in un distretto di eccellenza del Mediterraneo, devono essere previste azioni mirate a:  convertire le aree prima destinate all’uso militare in polo di energia sostenibile; rafforzare le competenze localmente consolidate legate all’Università e alla presenza di industrie specializzate come l’Enel, l’Arsenale e tutte le manifatture legate alla cantieristica navale.

Per aumentare il livello qualitativo della propria offerta di attività e servizi La Spezia deve puntare a prolungare il periodo di permanenza dei turisti, creando un distretto di intrattenimento diretto a un pubblico diversificato. Allo stesso tempo deve offrire alla popolazione esistente nuovi servizi e nuove attività capaci di intrattenere e far crescere la comunità locale. L’attrazione maggiore è comunque costituita dal recupero di condizioni ambientali di eccellenza per l’area stessa, ottenute per di più con l’utilizzo di tecnologie pulite e di energie rinnovabili per produrre l’energia necessaria alle nuove attività (incluso il Terminal crociere), dalla depurazione completa dello specchio acqueo attraverso processi di ossigenazione naturale e dall’offerta di nuovi distretti abitativi e di nuovi servizi interamente sostenibili.

Per ottenere dei risultati consistenti e duraturi occorre concentrare l’attenzione sulle infrastrutture: un nuovo Terminal crociere viene proposto nel cuore del waterfront come un grande promontorio verde che offre ai viaggiatori un’esperienza unica di arrivo e partenza da La Spezia.

In concomitanza è prevista una efficiente rete di interscambio di trasporto con battelli che mettono in comunicazione con altre località turistiche e con punti di arrivo del sistema di connessione locale.

Per favorire l’estensione del soggiorno e offrire servizi logistici di appoggio sono previsti un centro conferenze, un hotel e un centro culturale.

Queste attività sono collocate nelle immediate vicinanze del Terminal crociere, in modo da costituire con esso un distretto ricettivo.

Il programma delle attività proposte comprende in sintesi:

-       un parco acquatico con piscine, giochi d’acqua, spazi pensati espressamente per il nuoto, nuove spiagge e piccoli approdi;

-       una mediateca destinata a un pubblico interattivo dotato di supporto digitale e adatto a esposizioni, incontri e scambi;

-       una passeggiata lungo il waterfront sulla quale si aprono caffè, bar, ristoranti e luoghi di aggregazione;

-       un distretto abitativo concepito come una parte di città e ricco di attività.

L’obiettivo primario del progetto è di creare nuovi spazi per gli abitanti e nuove ragioni di attrazione per i turisti, che perseguano connessioni fisiche e mantengano vive radici storiche; che creino insomma quel legame tra la città e il mare che c’era nel passato e oggi deve essere interpretato in maniera contemporanea.
