Urbino, Direction and guidelines for the seismic adaptation of modern architectural heritage.

The proposal address the issue of how to improve the seismic behaviour of XX century buildings which were often conceived in the absence of specific rules and nowadays require major and often critical improvements to be kept in use.
The proposal starts from the positive results of the former K.I.M. grant 2015, that allowed the proponents to collect the documentation regarding the Urbino University Colleges, deepen some specific conservation issues (concrete, furnishings, energy sustainability) and to set up a management strategy and tool. The implementation project operates in continuity with these results and within the Collegi’s conservation plan.
The goal is to lower the seismic vulnerability of the and to increase the safety of the thousand students living there. The project will be carried out respecting the characteristics of such a modern and brutalist architecture and promoting a collaboration with the numerous stakeholders dealing with the management of such a large public building.
University of Urbino and Marche Region will run a 17 MEuro major program of construction works in 2018- 19 with the aims of reducing the seismic vulnerability of the Collegi which, it should be noted, are not a listed building. Thanks to this contribution several of the actions foreseen in the Conservation Plan will be possible to put in place, thus ensuring the compliance of the other Collegi in terms of seismic regulations.
A large pilot side will thus be cofounded, where it will be possible to test most of the actions that will be necessary to adapt the buildings to the seismic standards, and consistent with the significance of the
Collegi. The K.I.M. implementation project will operate beside this work program, thus representing the conservation issue. Seismic improvement meets energy improvement. The pilot yard will also allow to define shared technical solutions.
Finally, greater security also passes through the awareness and the apacity of users. The social character of the Collegi has already been studied in the previous project. Its homogeneous, young, naturally
smart-oriented population will now be used as an opportunity to test new forms of early alert and education for virtuous behavior in the event of an emergency.
The group of proponents has a large experience of international research in the field of seismic risk for the construction sector. Politecnico di Milano is highly qualified in the mitigation of the seismic vulnerability
of historic buildings. These skills will be applied to a large modern building. The expected results will therefore be valuable from the research point of view, while they will be significant even for the vast heritage of modern architecture.
A certain number of XX century architectures are nowadays protected via a conservation plan. Not as many are the conservation plans spanning over seismic safety. Seismic vulnerabilty is a crucial issue in countries like Italy, where severe earthquakes occurred in 2012 and 2016 not far from Urbino. The K.I.M. - Yoyogi Stadium experience will be studied and comparatively discussed.
The dissemination of the project will be coordinated with the next initiatives planned for the centenary of the birth of Giancarlo De Carlo (2019), in Milan and Rome.
